Commercial land for sale in Playa del Carmen is priced on what you are allowed to build, not on the size of the lot. Two parcels of the same area can carry very different value once land use, footprint, floor area and height are read correctly. This guide explains uso de suelo, how to read the municipal development plan, how the COS and CUS coefficients work on a real lot, which permits come before construction, and how a foreign investor can hold commercial land. For the full purchase framework, see our guide to buying property in Mexico as a foreigner.
What uso de suelo means
Uso de suelo is the land use a parcel is permitted under the municipal urban plan: residential, commercial, mixed, tourist, conservation and so on, each with its own building rules. In Mexico this is a municipal power. The Constitution gives municipalities the authority to approve zoning and urban development plans, to authorise and control land use, and to grant construction licences (Art. 115, fr. V).
For a buyer, the operative document is a land-use certificate issued for the specific parcel. It states the zone, the permitted uses and the applicable norms. A listing that says "commercial" means little without it.
- The Kantenah commercial lots carry CU-C commercial land use, with a certificate issued in November 2023.
- The Blvd. Colosio parcel in Cancún has no certified land use yet; the buyer must confirm zoning.
Two local points matter. First, Quintana Roo's Congress ratified in March 2025 the reform renaming the municipality of Solidaridad as Playa del Carmen, so documents may use either name. Second, after a Supreme Court ruling on municipal authority over land use, Playa del Carmen projects no longer need a separate state urban compliance certificate, as reported in July 2025. The municipality's own approvals remain essential.
Reading the municipal development plan (PDU) for Solidaridad
The Programa de Desarrollo Urbano (PDU) for the Playa del Carmen population centre sets the zoning map and the norms for each zone. It is being rewritten. The update formally began in June 2025; in February 2026 the municipal urban development council approved a calendar of public hearings for the draft; and in April 2026 local reporting described the document as concluded but still processing 700 public observations, with proposed heights of 7–8 levels generally and up to 10–11 in a planned new urban centre. We found no report of final approval as of this writing.
How to read it
- Locate the parcel on the zoning map and note its zone key (for Kantenah, CU-C).
- Find that key in the compatibility table to confirm your intended use is permitted.
- Read the zone's norms: footprint (COS), floor area (CUS), levels, maximum height, setbacks and parking.
- Check the ecological zoning program (POEL) as well. In July 2026, specialists argued it should be updated alongside the PDU to avoid legal challenges.
- Compare everything against the parcel's land-use certificate. Where they differ, take advice before you price the land.
Density and building limits: COS and CUS
Two coefficients define the building envelope. As a typical municipal regulation defines them (example: Monterrey, Art. 4):
- COS (coeficiente de ocupación del suelo): the building footprint divided by the lot area. It caps how much of the ground you may cover.
- CUS (coeficiente de utilización del suelo): total built floor area divided by the lot area. It caps how much you may build in total.
Always confirm the definitions in the Playa del Carmen plan itself, including what counts towards built area. On the Kantenah lots, the parameters are COS 0.70, CUS 2.00, three levels and a 15.50 m height limit.
| Lot | Area | Max footprint (COS 0.70) | Max built area (CUS 2.00) | Price at MX$9,500/m² |
|---|---|---|---|---|
| Lot A | 332.47 m² | 232.73 m² | 664.94 m² | MX$3,158,465 |
| Lot B | 450.36 m² | 315.25 m² | 900.72 m² | MX$4,278,420 |
| Lot C | 6,091 m² | 4,263.70 m² | 12,182 m² | MX$57,864,500 |
What the numbers mean
- CUS is the binding limit. Three full floors at 70% coverage would total 2.10 times the lot; the CUS allows 2.00. A design that covers 70% on two levels can use only 60% of the lot area on the third.
- Height is generous for three levels. 15.50 m over three levels averages about 5.2 m per level, room for double-height retail or showrooms.
- Price per buildable metre. At MX$9,500 per m² of land and a CUS of 2.00, the land cost is MX$4,750 per m² of permitted floor area, the figure to compare against other sites.
Permits before you build
Requirements are set by each municipality and vary by project; the outline below reflects the typical sequence in Quintana Roo, using a published municipal checklist from Tulum as a reference. Confirm the current list with Playa del Carmen's urban development office.
- Land-use certificate confirming the intended use, and its norms, for the parcel.
- Environmental impact authorisation from the competent state or federal authority, where the law requires it. Federal review applies to certain works, including those affecting coastal ecosystems (LGEEPA, Art. 28).
- Vegetation removal licence, where the lot is vegetated.
- Construction licence (licencia de construcción), with architectural, structural and installation plans signed by a registered responsible engineer or architect, a soil study and structural calculations, plus proof of current property tax and the cadastral record.
- Wastewater solution: a sewer connection or an approved disposal project.
- Operating licence (licencia de funcionamiento) for the business once built.
Note that Playa del Carmen's construction regulation has been described as unchanged since 2007 and due for revision. Budget time for the permit sequence before you commit to an opening date.
Holding commercial land: corporation vs trust
Playa del Carmen is coastal, so it lies within the restricted zone (Constitution, Art. 27, fr. I). For commercial land, foreign investors have two routes.
| Mexican company | Bank trust (fideicomiso) | |
|---|---|---|
| Legal basis | Direct ownership for non-residential use (LIE, Art. 10, fr. I) | Bank holds title under an SRE permit (LIE, Art. 11) |
| Foreign ownership | Foreign investment may hold any proportion of capital, subject to the law's exceptions (Art. 4) | Foreign person is the trust beneficiary |
| Filing | Notice to the SRE within 60 business days of acquisition; registration with the foreign investment registry within 40 business days (Art. 32) | SRE permit before the deed |
| 2026 official fee | MX$1,475 on time; MX$11,330 late | MX$21,650 |
| Term | Indefinite | Up to 50 years, extendable |
| Running costs | Company accounting and tax compliance | Annual bank fee |
Official fees are from the SRE's 2026 costs table. A company is the natural vehicle when you intend to develop and operate a business on the land. The tax consequences of each structure differ; take advice from a Mexican tax adviser before choosing. See also our guides to the fideicomiso and property taxes for foreigners.
The Av. Kantenah corridor: commercial land for sale in Playa del Carmen
The Ownext Kantenah offering consists of three commercial lots on Av. Kantenah, beside Plaza Kantenah: 332.47 m², 450.36 m² and 6,091 m², at MX$9,500 per m². All utilities are in place, and the land use is certified as CU-C commercial, with three levels and 15.50 m of height.
The range of sizes serves different strategies. The two smaller lots suit an owner-occupied showroom, clinic or restaurant, where a single tenant and a modest ticket make sense. The 6,091 m² lot, with up to 12,182 m² of permitted floor area, is a scale site for a multi-tenant retail or mixed commercial project.
For comparison: Blvd. Colosio, Cancún
The Blvd. Colosio parcel in Residencial Campestre is a single 8,920 m² lot at US$5,976,400 (US$670 per m²). Its land use is not yet certified, so the buyer carries the zoning work and its risk. Certified land use, as at Kantenah, moves that question from the buyer's file to the seller's. Our Cancún land guide covers that market.
Questions for the site visit
- Is the November 2023 land-use certificate still valid, and does it cover your exact use?
- What do the frontage, access and visibility from the avenue support?
- What parking does the plan require for your use, and does it fit within the COS?
- Which version of the PDU applies on the day you sign, and does the draft update change the zone?
Budget acquisition costs as well, starting with ISAI at 4% in Solidaridad (municipal Ley de Hacienda, Art. 23 Quinquies) of the highest of price, cadastral value or appraisal; see closing costs in Quintana Roo.
Questions investors ask
Can a foreigner buy commercial land in Playa del Carmen?
Yes. Playa del Carmen is in the restricted zone, but a Mexican company that admits foreign shareholders may own land there directly for non-residential use, notifying the SRE within 60 business days. A bank trust with an SRE permit is the alternative.
What do COS and CUS mean?
COS is the maximum building footprint as a share of the lot area; CUS is the maximum total built floor area as a share of the lot area. On a lot with COS 0.70 and CUS 2.00, you may cover 70% of the ground and build up to twice the lot area in total.
Is Playa del Carmen's urban development plan changing?
An update to the PDU has been under way since June 2025, with public hearings in 2026. As of the latest reporting we found, it had not been approved, so the plan in force still governs. Confirm the applicable instrument before signing.
What permits are needed to build on commercial land?
Typically a land-use certificate, environmental impact authorisation where required, a vegetation removal licence if applicable, a construction licence with signed plans and studies, a wastewater solution, and an operating licence for the business. Confirm the current list with the municipality.
What does it cost to register a company's land purchase with the SRE?
The official 2026 fee for the SRE notice of a non-residential acquisition by a Mexican company with foreign shareholders is MX$1,475 if filed on time, or MX$11,330 if late.
